Are the stock ROM's locked to operators?

Hi,

I've noticed that the ROM's available for download mention the mobile operator. Does this mean they are locked to the operator. I have a C50n / H340N and want to revert to stock but don't want the phone locked to an operator after doing so.

Flashing can't lock phone.
